Thank you for reply. The issue that on strict match default action is not triggered.

Default behavior set to Allow Call with destination rewrite and append tag

Number List Items set to whole number ( strict match ) action allow and append tag and set specific tag.

In routing simulator I see
DST Numberlist processing Lookup by key: 1123456780
DST Numberlist key found {“id“:null,”numberlist_id”:"null}
SRC …

It not executing default action and going to SRC number list item search.

It means no item found, so numberlist default action was applied.

I don’t think so. You said Default behavior set to Allow Call. According to your debug log call was definitely allowed - because there is next line - SRC …
